Aug 23, 2015 · After the Windows 10 upgrade from 8.1, the Network and Sharing Center->"Set Up a New Connection or Network" is missing the Wi-Fi option to "Manually connect to a wireless network". So I have a WiFi card that Device Manager says is working fine but the Network Center can't make a connection. See previous description of problem from another angle:
